Rashi Foundation's Team

Professional Team

The Amuta in Israel is led by an experienced team of professionals with a mandate to initiate new programs, respond to requests and monitor existing programs. The team is led by the Executive Vice President and General Director, Elie Elalouf, and is supported by program-area directors, legal and financial departments and administrative staff. The combined talents and efforts of family representatives, Advisory Board members and professional staff enable the Foundation to develop and implement programs quickly and effectively, thus increasing their impact.

Elie Elalouf

Executive Vice President and General Director

On completion of high school in his native Morocco, Elie came to Israel and studied Political Science at the Hebrew University. While a student, he led youth groups from Europe as part of the Youth and Pioneering Department of the World Zionist Organization. During the late 1970s he was appointed assistant to the Deputy Prime Minister, Prof. Yigael Yadin, on Project Renewal. Elie's 25-year career at the Jewish Agency for Israel began as director for Jerusalem and Central Israel of the Renewal and Development Corporation, and subsequently as regional director of the corporation's southern office. It was at this period that he moved to Be'er Sheva, where he remains a proud and active resident. From 1992-1995, Elie served as a UIA (Keren Hayesod) emissary in Geneva, and on his return took up the directorship of the Rashi Foundation. When the Rashi and Sacta foundations merged in 1999, Elie was appointed general director of the Sacta-Rashi Foundation (renamed Rashi Foundation in 2007).

Meir Elmaliah
Senior Vice President and Deputy Director General
Meir started his career as an educator in the southern development town of Dimona, eventually becoming the principal of a local high school with 450 students. He then moved into local government and over the years, became an expert in financial planning and management.  Meir held a number of central positions in various local and regional authorities including Executive Secretary of the Dimona Municipality, Treasurer of Dimona Municipality and Director of the Foundation for the Development of Dimona.  He has also been the Treasurer for Lachish Regional Council and Treasurer for Savion Local Council. Meir has directed the Foundation's financial division since 1999 and was appointed senior Vice President in charge of operations in 2003.

Itzik Turjeman

Executive Advisor for Promoting of Excellence
Itzik joined Rashi in 2008 after a long and acclaimed career in the Israel Defense Forces, where he founded and directed the Atidim Program that identifies high-potential students from the periphery and accompanies them through the army, academic studies and employment. As an electronic engineer, he previously served as assistant department head for electronics and head of production technology administration in the IDF. Itzik received the Israel Security Award in 1988 and the Head of IDF Intelligence Prize for Creative Thinking in 1999, and in 2003 he was awarded an honorary fellowship from the Technion.

Arieh Halfin

Vice President - Capital Projects
Arieh - a native-born Israeli - has worked at the Foundation since 1998. Previously, he worked for the  Ministry of Finance and the  Information  Department at the Prime Minister 's Office. Later he served at Keren Hayesod - United Israel Appeal for 22 years, the six last years in the position of Director of Projects. During his stint at the KH- UIA he served as emissary to England for the Jewish Israel Appeal and Federation of Zionist Youth.   Arieh has a B.A. degree in Sociology and Education  Studies and M.A. in Communication Studies.

Ronit Segelman
Deputy Director - Partnerships
Ronit Segelman was born on a kibbutz in the south of Israel, and as a young girl moved to Be'er Sheva. She has a degree in International Relations and Middle Eastern Studies from the Hebrew University of Jerusalem. After valuable stints as a teacher for Bedouin children, and product developer and sales manager for various companies, Ronit became the Jewish Agency's Community and Aliyah Emissary in Denver. On her return to Israel, she served as the Allied Jewish Federation of Colorado's first Israel representative, and during this time, Ronit played a key role in designing then implementing the new concept of a “tailor-made” partnership with the Ramat Negev Regional Council that was later adopted by the Jewish Agency for other communities. Ronit opened an office in Israel for the Merage Foundation, and was director for five years until she joined the Rashi Foundation in 2006.

Tamar Har-Gil

Director of Finance
Tamar has a BA in Accounting and Economy – Tel-Aviv University and a Masters in Law for Accountants from Bar-Ilan University. Before joining Rashi n 2001, she apprenticed and then worked at Liuboshitz-Kasirer Accountants, where she rose to the position of senior manager. She joined Rashi as a member of the finance team, and was appointed director in 2007.

Tsili Sela

Director of Resources

Tsili is qualified in Industrial Engineering and Management from the Technion and has an MBA from Haifa University. She came to Rashi in 2007 to direct resources, including information systems and human resources, after thirteen years at Bank Leumi where she held various posts related to resource management.

Nissim Cohen
Director of Tafnit Program and Advisor for Education and Pedagogy
Nissim has been working with marginalized and alienated children and youth for 20 years. He began in 1985 as a coordinator for a Jerusalem school which took in pupils expelled from other schools. Subsequently he worked in managerial roles at similar schools in the southern region, as well as teaching sociology at the Negev College.  He was head of the Youth Promotion Unit at Bet Dagan, running programs to raise the numbers of matriculation graduates and reduce the number of dropouts. He developed the "Everyone is Able" project in a high school in the southern development town of Yeruham which resulted in an impressive increase of matriculation rates amongst 12th grade students. In 1997, Nissim established and directed the Ometz program (at the Welfare and Social Services Branch of the Ministry of Education) to prevent dropout during the transition from junior-high to high school. Today Ometz operates in over 60 schools with more than 3,500 pupils. Nissim has directed the Tafnit Program since its launch in 2000, and was appointed Rashi's Advisor for Education and Pedagogy in 2008.

Mordechay Cohen
Director of The Northern Region and Managing Director of the Northern Goals Association  
After serving in the IDF, Mordechay began his university studies at the Hebrew University in Jerusalem and graduated with an M.A. in Political Science Studies and Multi-disciplinary Programs. In addition, he has an M.B.A. in Business Studies and Executive Educational Management from the University of Manchester.  He has worked with the Jewish Agency and Hebrew University as a coordinator of projects and programs for training public functionaries and with the Centre for Social Policies Research in Jerusalem as part of their educational team. In 2001 he assumed his current position at the Rashi Foundation. He lives in the northern town of Nahariya.

Avi Hardon

Legal Advisor
Avi was born and raised in Tel Aviv, graduated his law studies in London in 1995 and subsequently gained an MBA. He worked in a Tel Aviv law firm specializing in commercial law and tax law and then worked as an independent lawyer in his own office before joining the Foundation as Legal Advisor in 2003. Avi's work at Rashi includes drafting contracts with government ministries, local authorities and other large organizations.

Michael Chen

Director of the Association for Change in Education

Michael has devoted over 30 years to educational work in various fields. He has a Masters degree in Social Work and is a graduate of the Senior Business Administrators program, both from the Hebrew University, Jerusalem. He spent fourteen years working with youth at a Jerusalem boarding school for talented pupils; and subsequently as project developer for education and health  programs in the Negev. From 1989 he became a Director of Education at the Association for Advancement of Education, with responsibility for boarding schools throughout the country; in this position, he helped to develop the day-boarding school program. He has been the Director of the Association for Change in Education since 2004.

Michael Abramovitz
Director of Nutrition Programs
After being a teacher at a Jerusalem school, and then the principal of a boarding school, Michael joined the Association for the Advancement of Education where he worked for seven years before he and other senior staff took up their positions in the newly-formed Association for Change in Education (a subsidiary of Sacta-Rashi) in 2004.

Shlomi Pariente

With a Bachelor's in Architecture, Shlomi left Ariel Academic College in 2000 to gain experience in two Tel Aviv firms, working on residential projects, public buildings and urban planning. He joined Rashi in 2004 to bring crucial professional expertise to the burgeoning Capital Projects team. Shlomi supervises building projects from the early planning stage through the handover of the project – finished, equipped and authorized for use.

Dr. Mickael Bensadoun

Director of Special Projects
Mickael was born and raised in Morocco, and moved to Israel as a young adult. He has a PhD. in Political Science from Bar Ilan University, a Masters Degree in International Relations from Columbia University, New York and a Bachelors and Masters Degrees in Public Administration from Sciences Po Paris (Institute of Political Studies). In addition to his work at Rashi, which focuses on projects involving French-speaking partners, Mickael is a lecturer in Political Science at Bar Ilan University.

Amir Nardi

Internal Auditor

Amir worked for 13 years as internal auditor in Israel Railways, and previously as chief economist of a large Israeli clothing retailer, before joining the Foundation in 2008 as Rashi's first Internal Auditor. In addition to being certified with the international accreditation of C.I.A., Amir has a first degree in Economics and Business Administration, and a masters in business studies.

Ron Ben-Hayoun
Director of Yahdav Association

Ron coordinated volunteer and leadership activities in his home town of Sderot before beginning his professional life working on behalf of people with disabilities. After various positions at other organizations (Alut, Gvanim), he became a founding staff member of Yahdav, an association in Be'er Sheva which then focused on groups with special needs. In 2004, after Yahdav had become a subsidiary of the Rashi Foundation, Ron assumed position of director.

Liron Azriel

Information Technology Manager

Liron was born and raised in the southern town of Dimona. While he was studying for his BSc. in Information Systems Engineering at Ben-Gurion University, he came in touch with the Rashi Foundation when he began working as a teaching assistant in the Tafnit program. After two years working at the Bezeq International phone company, he returned to the Tafnit team to fill the position of statistics coordinator and from there transferred to Head Office, where he is responsible for the entire network of information systems at the Foundation.

Haim Feingold

Advisor for Welfare Programs

Haim is a qualified psychologist and psychotherapist, and has worked at several mental health medical and care centers. In 1990, Haim became director of Orr Shalom, an association that operates frameworks for children who must be removed from their families. Under his management, the organization grew from handling 40 children in three homes to over one thousand children in 25 homes, and branched out to treat children and parents in the community. Haim joined the Rashi Foundation in May 2008 as Advisor for Welfare Programs.

Website Editorial Team
The Foundation's website is managed and maintained by an in-house team comprised of: Ronit Segelman (supervisor), Ruthie Lang (content manager), Ronit Tal (content coordinator), Nira Resnick (writer) and Liron Azriel (technical advisor).
All the team members are from various departments at Head Office and they fulfil this task addition to their current positions.
