Merom Hagalil Education and Community Campus

Region: North
Fields: Reducing Educational Gaps
Transforming the far-flung and under-achieving regional council of Merom Hagalil through coordinated interventions in the areas of education, community development and economic development

Merom Hagalil Education and Community Campus

Situated at Israel's northern border, the Merom Hagalil Regional Council extends across one of the country's most spectacular regions, rich in natural, historical and religious attractions. Yet, Merom Hagalil is among the most disadvantaged authorities in Israel's northern periphery, with a socio-economic level well below that of the center of the country (3 on a scale of 10), and infrastructure and services that have not been refreshed in years. The population is dispersed across 24 small rural settlements (moshavim), many of which are struggling in the current economic climate. The children study at over 20 schools, mostly beyond Merom Hagalil, and there is a high rate of underachievement. Once they grow up, there is little to keep them in their homeplace; the more ambitious pursue their future in other parts of the country, leaving those behind in a continuing cycle of despair.

Catalyst for Change

The UJIA and Rashi Foundation, together with the Merom Hagalil Regional Council, have initiated a strategic development plan for Merom Hagalil which outlines interventions in the areas of Education, Community and Economic Development, each a proven engine of growth. The Yariv Foundation for Leadership has joined the venture to advance the issues of community-building and young entrepreneurship.

At the heart of the development plan is the construction of a regional Education and Community Campus, which will catalyze change in the level of education and community services and create a source of pride and identity for the region's residents. The goal of the new campus is to provide a high level educational continuum from early childhood through to lifelong-learning, enabling Merom Hagalil students gain an excellent education in a place of their own.

The campus is planned to contain:

 - Two elementary schools – one secular, one religious – that take children through to 9th grade.
- One high school in a groundbreaking model that serves both secular and religious students; a school with an orientation towards environmental sciences and solutions for youth at risk.
- A new early childhood center that promotes the development and wellbeing of children aged birth-6 years.
- A new center for lifelong learning opportunities for adults and children.
- Indoor and outdoor sports and recreational facilities.
- Cultural and community center, to host shows and exhibitions from the region and beyond
- Resource center for economic entrepreneurship and economic development, focusing on young, family-run businesses

Where We Are Today
The first stage of the construction plan for the new campus, a complete renovation of the Hemed Religious Primary School, is now underway, with opening of the new facility for up to 600 students scheduled for September 2010.

Planning is also proceeding for the Public Primary School, scheduled for opening in September 2010, and the Secondary School, for September 2011. At the same time, the Early Childhood Center is in planning.
